Boston Marathon Bomber Excluded From President's Death Row Commutation

BOSTON (WBZ NewsRadio) — President Joe Biden announced Monday he will grant commutation to 37 out of the 40 federal death row inmates— they will now serve life sentences without the possibility of parole.

The three exempt from the commute include Dzhokhar Tsarnaev, the surviving Boston marathon Bomber; Robert Bowers, the convicted gunman in the 2018 Pittsburgh synagogue mass shooting; and Dylann Roof, the convicted gunman in the 2015 mass shooting at a predominantly black church in Charleston, South Carolina.

According to a White House statement, a reason behind the President’s action is to “prevent the next Administration from carrying out the execution sentences that would not be handed down under current policy and practice.”

Earlier this month, the President Biden announced clemency to nearly 1,500 Americans who have shown successful rehabilitation. Monday’s decision is another milestone for the administration’s criminal justice reform.
