Florida SNAP To Ban Soda, Candy, Desserts Starting In 2026

FLORIDA - Florida is set to change how SNAP benefits can be used beginning in 2026, restricting purchases of certain sugary foods and drinks as part of a federally approved policy update.

Starting April 20, 2026, Florida residents who receive Supplemental Nutrition Assistance Program benefits will no longer be able to use those funds to buy soda, energy drinks, candy, or specific packaged desserts.

The change follows approval of a federal waiver that allows the state to limit SNAP eligible items beyond longstanding national rules.

Under the updated policy, beverages classified as soda include carbonated drinks with added sugar or artificial sweeteners.

Energy drinks marketed for stimulation and containing high levels of caffeine will also be excluded.

Candy products and shelf stable desserts such as snack cakes and cookies that meet the state’s definition of ultra processed foods will no longer qualify for SNAP purchases.

Items such as bottled water, plain sparkling water, coffee, tea, milk, and most juice products are expected to remain eligible.

The Florida Department of Children and Families, which oversees SNAP administration in the state, says the rule change is designed to bring benefit spending closer in line with nutritional guidelines.

SNAP benefits can still be used for core grocery staples including fruits, vegetables, meat, dairy products, bread, and grains.

The restriction applies only to SNAP funds.

Recipients may still purchase restricted items using other forms of payment such as cash or debit cards.

Retailers participating in SNAP will be required to update their checkout systems to reflect the new eligibility rules.

Florida is among several states implementing similar SNAP food restrictions beginning in 2026 after federal policy changes gave states more flexibility to define eligible food items.
