Tallahassee also shows a major shift, declining 86 spots from its normal ranking to 123rd.
Hialeah experiences a 79 place decline, landing at 166th in the winter analysis.
St. Petersburg and Pembroke Pines also see substantial movement.
St. Petersburg falls 73 positions from its annual rank to 98th during winter, while Pembroke Pines drops 72 positions to 124th.
Allstate states that these changes reflect more than weather patterns, noting that seasonal visitors, unfamiliar drivers and holiday traffic contribute to higher collision frequency.
Drivewise data from more than two million program users further indicates that Florida experiences one of the largest seasonal increases in out-of-state drivers.
Orlando sees a 75% rise, Tampa increases by 56% and Jacksonville by 47% compared to typical levels.
The report also highlights winter behavior trends, showing increases in speeding, phone handling and hard braking around major holidays.
Allstate notes that December 26th remains one of the busiest days of the year for roadside assistance requests, with winter breakdowns often requiring longer tow distances.
