Schenectady Plans New Bulk Garbage Sticker Program

Schenectady is preparing to launch a new bulk garbage sticker program to manage the disposal of large items like furniture and refrigerators. Residents will be able to purchase stickers in five-dollar denominations at the Bureau of Receipts in City Hall. Each household will receive three free $5 stickers annually by mail to introduce them to the program.

The program, approved by the City Council on December 9, aims to streamline waste management and generate revenue. The city expects to raise $500,000 from excess garbage fees in 2025. The program will begin with a grace period, during which residents will not face fines for non-compliance. However, starting April 1, violators could face penalties ranging from $350 to $1,000 per day.

Mayor Gary McCarthy stated that the city is ordering the stickers and will conduct an awareness campaign before enforcement begins. General Services Commissioner Paul LaFond will report on the campaign's effectiveness to the City Council by May 15.

While the program has received support, some, like Chris Morris from Schenectady Landlords Influencing Change, have expressed concerns about its complexity and potential burden on landlords. Morris suggested a citywide garbage tax as an alternative.

The council has also decided to study garbage production in homes, with a report due in April, before considering further action on weekly bag limits.
