A 66-year-old man, identified as Frank Herbert, was found dead on Saturday (December 28) on the East Chester Street Bypass in the Town of Ulster. Police have ruled out foul play, stating that his death was not the result of a hit-and-run, violence, or any criminal act. Herbert was discovered lying on the side of the road near the Bank of Greene County shortly after 7 a.m. and was pronounced dead at HealthAlliance Hospital in Kingston.
The Ulster Police Department responded to a 911 call and, along with members of the Ulster Hose Fire Company, provided initial treatment before Herbert was transported to the hospital. He was found wearing a tan Carhartt jacket, blue jeans, and dark sneakers, and was carrying a blue backpack.
According to Mid Hudson News, police have reviewed surveillance footage from nearby businesses and conducted numerous interviews to piece together Herbert's activities prior to his death. The investigation is ongoing, but authorities have confirmed that foul play is not suspected.
The Ulster Police Department expressed condolences to Herbert's family and thanked the community for their assistance in the investigation.
